News Nintendo officially announces live-action Zelda film, produced by Shigeru Miyamoto and Avi Arad, directed by Wes Ball

Unless Wes Ball is taking notes from Kingdom Of The Planet Of The Apes and incorporates sign language, Link will have spoken dialogue.

Link isn't canonically silent, we just don't get to see his dialogue (outside of picking between dialogue options). It's a common video game trope to avoid alienating the player when the protagonist's personality and character isn't at all important to the story. As much as his blank staring in BotW cutscenes became a meme, just about every Zelda game with dialogue since ALttP has NPCs clearly respond to something Link said; we just don't get to know exactly how he phrased it.

The fact that we're not in control of Link in the movie already breaks the illusion hiding his dialogue is meant to maintain, so there's no point in following the games here. That said, I wouldn't be entirely shocked if they keep the quiet, bottled up interpretation of BotW and TotK - as long as it's a good fit for the tone of the movie.
